Permit submitted for new downtown affordable housing project - it will be an expensive build

A permit has been submitted for the affordable housing project that will replace the now-demolished Community Assistance Center on Record Street. 

The permit reads

COMMERCIAL NEW CONSTRUCTION. SITE IMPROVEMENTS INCLUDED THE PROJECT CONSISTS OF (1) ONE FIVE-STORY R-2 RESIDENTIAL BUILDING CONTAINING 136 UNITS ON A 2.5 ACRE INFILL SITE IN RENO, NEVADA. THE APARTMENT BUILDING WILL BE BUILT OF TYPE III-A CONSTRUCTION AND INCLUDES (2) ELEVATORS, (2) EXIT STAIRWAYS, AND (1) TRASH CHUTE. THE BUILDING INCLUDES AN ACCESSORY B LEASING/ LOBBY AREA THAT CONSISTS OF THE LEASING OFFICE, LOBBY, AND MAILROOM, AND A-3 ATTACHED AMENITY THAT CONSISTS OF A FITNESS CENTER, CLUBROOM, AND SUPPORT SERVICES ACCESSED THROUGH THE CLUBROOM AND REAR CORRIDOR, THE BUILDING WRAPS AN INTERNAL COURTYARD ON ALL FOUR SIDES, WHICH INCLUDES OUTDOOR GATHERING SPACES, SEATING AREAS, AND PLAYGROUND EQUIPMENT

Type III-A construction, which refers to the fire resistance of the wood, is not cheap, and neither are two elevators with backup generators. 

The permit valuation for the project is $29,150,257.80. Typically a permit valuation covers the hard costs of the project. A multi-family project can cost 30-40% more than the permit valuation.

In August of 2024, Ulysses Development Group was chosen as the developer to build on the Community Assistance Center site. Their proposal at the time called for 100% of the units to be restricted to residfents earning 60% or less of the area median income. The project will also feature one-to-four-bedroom units to cater to larger family households.
