Lots of interesting items coming up for next week's council agenda on Wednesday so let's get right to it.
290 Keystone Avenue - Staff Report (For Possible Action): Potential adoption of City Resolution and Public Hearing and potential approval by City and Agency governing bodies of a proposed option agreement giving Jacobs Entertainment Inc., or its assignee, an option for two years to purchase property jointly owned by the City and Agency located at 290 Keystone Avenue (APN 011-640-02), Reno, Nevada. The proposed option fee is $10,000 for the first year and $15,000 for the second year (to be applied to purchase price), and if the option is exercised, the proposed purchase price of the property would be the greater of $13 per square foot or appraised value of the property at the time the option is exercised and, the Buyer must combine the property with two adjacent parcels and construct at least a 100 unit multifamily housing building within certain time frames. To accommodate the option/sale, there may be a transfer of co-tenancy rights from the Agency to the City or vice versa.
301 State Street - Promising to build a 30-60 unit apartment house with some rent restrictions, Elmwood Properties LLC desires to purchase City parking lot property at 301 State Street (APN 012-131-01) for its fair market value established by Council. Under NRS 268.063, the City would sell the Property to Elmwood without first offering it to the public because the apartment house would qualify as an Economic Development Project.

UNR to possibly lease 190 East Liberty Street (the old Southside School building by Discovery Museum) - Staff Report (For Possible Action): Discussion and potential approval of Resolution declaring intention to lease, for $1 per year, the City owned real property known as Southside School, located at 190 East Liberty Street, Reno, Nevada, to the Board of Regents of the Nevada System of Higher Education on behalf of the University of Nevada, Reno and to provide notice to public to attend the public meeting of City Council on March 13, 2019, to provide any objections to such lease as required by NRS 277.050; together with other matters properly relating thereto.
Note that the 1st Jacobs lease on Keystone requires them to combine the parcel with 2 adjacent parcels. That would be Chevron and Meineke / Society Cleaners. Jacobs does not currently own them, so must have options. If Jacobs wants the parking lot on 2nd Street, I'd speculate that they have the Town House Motor Lodge tied up.
