Promising to build a 30-60 unit apartment house with some rent restrictions, Elmwood Properties LLC desires to purchase City parking lot property at 301 State Street (APN 012-131-01) for its fair market value established by Council. Under NRS 268.063, the City would sell the Property to Elmwood without first offering it to the public because the apartment house would qualify as an Economic Development Project.
