Downtown Reno Street Reconfiguration: State Street and Mill Street

City of Reno Staff evaluated the area around the Pioneer Theater for additional on-street parking. The streets under evaluation were Pine, State and Mill between Center and Virginia. Based on the traffic data collected, staff feels additional parking could be provided with the following changes to current street configuration.
• Mill Street – Install angle parking on the south side and retain existing parallel parking on
the north side. This will add 11 additional spaces while keeping the existing two-way
lane configuration.
• State Street – Convert to one-way westbound and install parallel parking on the south
side of the street to gain nine spaces.
• Pine Street – No changes recommended.
City Staff contacted the Pioneer Theater, who said they are in favor of the changes. Total cost
for the modifications is approximately $20,000 (Street Fund.)

CERTIFICATION TO BE ELIMINATED FOR PUBLIC ARTISANS WANTING TO SELL ART IN PUBLIC SPACES

The proposed changes eliminate the requirement for an artist to obtain certification prior to
selling his art, or expressing himself, on public areas in the City. Further, the proposed changes
eliminate review of the artist's conduct by the arts commission to determine whether the artist is
conducting himself according to the certification. Narrowly tailored time, place and manner
restrictions remain, but have been slightly amended to remove a time restriction on expression
and to ensure adequate passageway on public rights-of-way. Finally, detail is provided to clarify
the licensing process when a First Amendment artisan operates so as to require a business
license.

    Pretty fascinating stuff. While some people might fudge at the high public contribution, this city needs everything it can right now to survive.

    I hope some of the smaller businesses get the money instead of a large out of state corp. This area of town needs help.
